A quest for technological sovereignty or new protectionism?
Special focus on Digital Services Act
On 1 and 2 October 2020, a Special European Council summit was held to discuss matters of greatest importance: COVID-19, the single market, industrial policy and digital transition. Remarkably, the European Council noted in its’ conclusions that ‘[a]chieving strategic autonomy while preserving an open economy is a key objective of the Union.’ The Conclusions show that notions of strategic autonomy and technological sovereignty are currently understood as the ability to regulate and introduce restrictions on certain market actors. This includes a new proposal of Digital Services Act that strives to regulate provision of services and level the allegedly unfair playing field with the EU companies. We would like to discuss the potential effect of these ideas on the Polish market and consumers.
